Sanctions have had a significant impact on the Russian economy, according to the EU's special envoy, ahead of the fourth anniversary of Moscow's full-scale invasion of Ukraine. David O'Sullivan, a veteran Irish official, acknowledges that sanctions are not a silver bullet and will always face circumvention, but he remains confident in their effectiveness after four years. O'Sullivan highlights the economic strain on Russia, with oil revenues plummeting, inflation at 6%, and interest rates at 16%. He emphasizes the EU's efforts to counter circumvention, particularly in preventing the direct re-export of critical products for weapons through Central Asia, the Caucasus, Turkey, Serbia, the UAE, and Malaysia. However, China's support for Russia is a concern, as it provides a backfill despite not supplying direct military equipment. The EU has also taken action against the Russian shadow fleet, aging tankers under obscure ownership transporting Russian oil to export markets. As of December, nearly 600 vessels were under EU sanctions. Despite these efforts, the EU faces criticism from the US for not going far enough, with accusations of financing the war against themselves. The US has claimed that India will stop buying Russian oil in exchange for reduced tariffs on US goods, but the EU defends its trade deal with India, citing previous sanctions and the importance of engaging with the country despite disagreements on foreign policy.
